Community First™ Disaster Relief Program

In response to the severe weather that struck Illinois in November 2013, the FHLBC created the Community First™ Disaster Relief Program. The program is available to the 15 counties identified in FEMA disaster declaration DR-4157.

The FHLBC will offer support to members and the communities they serve in the declared disaster areas in three new ways:

  1. A donation of $500,000 to a new disaster relief grant program. 

  2. Through the 2014 Downpayment Plus® (DPP®) Program, homebuyers may apply for up to $15,000 of down payment assistance to purchase a permanent manufactured home located in the declared disaster area.

  3. Availability of up to $100 million in Community Investment Cash Advances (CICA) at a reduced rate to be used for economic development and affordable housing lending in the declared disaster area.
