2015 Downpayment Plus® Programs Opening March 16 | The FHLBC's Downpayment Plus® (DPP®) and Downpayment Plus Advantage® (DPP Advantage®) programs are opening March 16. FHLBC members may reserve up to $420,000 in 2015 on a first-come, first-served basis to help their income eligible customers with down payment and closing costs. Program enrollment will open soon. All Competitive AHP Monitoring Functions Now Within AHP Online | All competitive Affordable Housing Program (AHP) projects not yet completed and/or under retention have been migrated to AHP Online, the FHLBC’s online project management system for members and sponsors with AHP projects. As of January 1, 2015, the AHP grant application, disbursement requests, semi-annual progress reporting, project completion reporting, and long-term monitoring for all projects must be initiated, reviewed, and approved in AHP Online.
To assist members and sponsors with fulfilling compliance reporting requirements and navigating AHP Online, the FHLBC recently published AHP Online: Guide for Project Management. This resource provides guidance on how to change a contact in the system and how to initiate, review, and approve a disbursement request. Over time, the guide will expand to include guidance on how to submit semi-annual progress reports, project completion reports, and long-term monitoring obligations. Users are encouraged to always access the guide directly via www.fhlbc.com to ensure they are consulting the most recent version.

New CICA Product Sheet | Community Investment Cash Advances (CICA) are available to FHLBC members in a variety of advance structures and maturities to support eligible community lending initiatives. This product provides the flexibility members need to link these assets with matching liabilities by offering both preferential rates and terms from one month to 10 years.

Advisory Council Spotlight: Tom Landgraf, Dimension Development, LLC | | In this Advisory Council Spotlight we introduce Tom Landgraf, principal at Dimension Development, LLC, and a lecturer at the University of Wisconsin–Madison School of Business Real Estate and Urban Land Economics. Dimension Development is an affordable housing financing consulting firm that partners with nonprofits, community development authorities, and public housing authorities to structure and obtain a variety of funding sources. Reappointments to the Community Investment Advisory Council | The FHLBC Board of Directors recently reappointed five individuals to the Community Investment Advisory Council:
• Joy Aruguete is the chief executive officer of Bickerdike Redevelopment Corporation in Chicago, IL.
• James Hill is the vice president of government relations and housing for the Milwaukee Center for Independence in Milwaukee, WI.
• Irma Yepez Klassen is the associate director of Select Milwaukee in Milwaukee, WI.
• Mary Patoka is the president and chief executive officer of CAP Services, Inc. in Stevens Point, WI.
• Katrina Van Valkenburgh is the managing director with the Corporation for Supportive Housing in Chicago, IL.
The Community Investment Advisory Council of the FHLBC consists of representatives from community and nonprofit organizations actively involved in providing or promoting affordable housing, community lending, and/or economic development in Illinois or Wisconsin.
Nominations to the Advisory Council are solicited annually. |
