Biennial Report to the Legislature:
TWIA’s Biennial Report to the 89th Texas Legislature contains the TWIA Board’s recommendations for changes in laws relating to the Association. The Board of Directors recommends:
  1. Multidistrict Litigation: Eliminating or making optional the requirement that actions against the Association be presided over by a judge appointed by the judicial panel on multidistrict litigation.
  2. Premiums Used to Pay Losses: Revising the section of TWIA’s statute prohibiting the use of current year premiums to pay losses occurring in prior years.
  3. FORTIFIED Home Construction: Considering the feasibility and possible public funding of FORTIFIED home construction and other mitigation programs.
  4. Premium & Maintenance Tax: Exempting TWIA from premium and maintenance taxes. 
  5. Premium Financing: Prohibiting the use of premium financing for the payment of premiums.
  6. Public Security Funding: Various options to address concerns with the issuance of public securities in TWIA’s funding structure.
  7. Reinsurance Funding: Various options to reduce the Association’s reliance on reinsurance.
