What is Zero is Possible?


The City of Houston’s Zero Is Possible (ZIP) program is an effective and efficient method to implement the American National Standards Institute’s (ANSI) Z10 standard for safety management.

The ANSI Z10 standard provides a blueprint for organizations to develop the necessary infrastructure and communications; safety analyses; prevention methods and incident reporting and investigation methods to become proactive and to identify, assess and control workplace hazards instead of only responding to incidents after they’ve occurred.

With this, the ANSI Z10 standard and the city’s ZIP program provide a system for developing ever-safer work practices and work conditions and also a system for team members to voice concerns, make recommendations and positively reinforce our safely values and culture. 

Best of all, the ZIP program does all of this integrated into city departments’ operations to minimize any operational downtime and increase job satisfaction for everyone.

Know your Tier

As part of Administrative Policy 2-3 “Severe Weather and Other Emergency Conditions” (A.P. 2-3), the City will remain open for business, unless otherwise directed by the Mayor. That means that city services are expected to be delivered during all scheduled and published hours of operation. As employees, we are expected, unless otherwise directed, to report for and remain at work as scheduled regardless of whether conditions or other emergency situations.

Receive Critical Notifications

To ensure the City of Houston has up-to-date employee contact information for emergency communications, we are asking every city employee to update their information in the Employee Self Service portal at portal.houstontx.gov. The Everbridge service will be used to alert employees of critical circumstances — including service outages, emergency maintenance, inclement weather and tiered reporting — that may impact work schedules or employee safety. Read step-by-step instructions on how to update your contact information in ESS. 

Opting in to receive SMS text messages and/or emails on your personal device(s) ensures timely receipt of critical updates that may impact your work schedule or location.
 
February ZIP Puzzle winners:


The results are in! Three city employees correctly answered the January ZIP Safety Puzzle and they will be rewarded with ZIP prizes including an insulated lunch bag and badge lanyard.
