Greetings:
The Texas Windstorm Insurance Association’s Actuarial & Underwriting Committee will meet on Tuesday, February 13 at 1:30 p.m. CT to discuss and potentially make a recommendation to the Board of Directors for determining TWIA’s statutorily required 1:100 probable maximum loss (PML) for the 2024 storm season. The meeting agenda is available for public review on TWIA’s website.
The 1:100 PML is the probable maximum loss for the Association for a catastrophe year with a probability of one in 100. This benchmark establishes the minimum amount of reinsurance needed to meet TWIA’s statutory funding obligation for the upcoming storm season.
The Association’s catastrophe modeling vendor, Aon, will present information on 2024 catastrophe model results and be available to answer questions to aid the Committee in its recommendation. It is expected that 2024 modeled potential catastrophe losses will be significantly higher than those presented to the Board in January 2023. Over the past year, TWIA has added more than 25,000 policies and the total insured value of the properties it covers has increased by 26.4%.
The Board of Directors will consider the Committee’s recommendation at their next meeting on February 20 in Galveston.
All meetings of the TWIA Board of Directors and its committees are open to the public. The public may attend and make public comment in person at TWIA’s office in Austin or virtually via Zoom. Members of the Committee and staff may participate in the meeting in person or virtually. The meeting will also be livestreamed on YouTube.
Public Participation and Comment
TWIA is providing three methods for stakeholders to provide public comment to the Actuarial & Underwriting Committee:
1) Written Public Comment
Members of the public are invited to submit written comments via email at PublicComment@TWIA.org. Interested parties are encouraged to submit comments by noon on Friday, February 9, to enable the Committee to receive and review them before the February 13 meeting. TWIA staff will provide the Committee with all written comments regardless of when they are received.
Written comments submitted to TWIA are subject to the Texas Public Information Act. TWIA will post public comments received, with personally identifiable information redacted, on its website.
2) Virtual Verbal Public Comment via Zoom
Individuals wishing to make verbal public comment remotely during the meeting must register and log into the meeting via Zoom on a computer, tablet, smartphone, or telephone. Please make sure you have the latest version of Zoom on your device before joining the meeting. Learn how to update to the latest version of Zoom here.

- After registering for the meeting, you will receive a confirmation email with details on how to join the meeting from your preferred device.
- This method of comment is audio only (no video).
3) In-Person Verbal Public Comment at TWIA’s office in Austin
Individuals wishing to make in-person verbal public comment must attend the Committee meeting at the TWIA’s office in Austin. TWIA staff will facilitate the public comment process.
