Greetings:
The Texas Windstorm Insurance Association’s Board of Directors will meet at the Moody Gardens Hotel in Galveston on Tuesday, February 24, at 9:00 a.m. CT. The meeting agenda is available for public review.
The meeting will be livestreamed, and members of the public may attend and make public comments in person or virtually (see details below).
2026 Storm Season Funding
The Board is expected to finalize the Association’s 1-in-50 probable maximum loss (1:50 PML) and determine the Association’s reinsurance needs for the 2026 storm season. The 1:50 PML is the level of losses that would be expected to occur 2% or less of the time. This benchmark establishes the minimum amount of reinsurance needed to meet TWIA’s statutory funding obligation for the upcoming storm season. The Board selected a method for determining the 1:50 PML at its most recent meeting in November.
The Association secures funding to meet its minimum required catastrophe funding level by purchasing reinsurance to supplement other sources of catastrophe funding provided by statute. The Board may also direct Association staff to purchase additional reinsurance above the 1:50 PML. Any reinsurance for coverage above the minimum required funding level would be paid for through assessments of TWIA’s member insurance companies, not from TWIA funds. Member insurance companies cannot recoup the assessments from policyholders through a premium surcharge or tax credit.
Other Business
The Board is also expected to review the Association’s 2025 financial results and receive routine operational reports from Association departments. The Board will not consider changes in TWIA rates at this meeting.
