Changes to Our 2013 Affordable Housing Programs Announced
The FHLBC’s board of directors recently approved our 2013 Affordable Housing Program Implementation Plan (Plan). The Plan sets forth certain policies, procedures, guidelines, and requirements applicable to the Affordable Housing Program (AHP) of the FHLBC, as required by the Code of Federal Regulations governing the AHP.

Save the Date: 2013 Competitive AHP Application Trainings
FHLBC staff will host four trainings to present our 2013 competitive AHP. Topics covered will include eligibility, feasibility, changes to the scoring guidelines, and an introduction to our new mandatory online application system.

FHLBC’s 2013 Downpayment Plus® Programs Opening Soon
The Federal Home Loan Bank of Chicago’s Downpayment Plus (DPP®) and Downpayment Plus Advantage® programs are opening soon. Members of the FHLBC can reserve up to $400,000 this year to help their customers with down payment and closing costs. Join FHLBC staff at a DPP webinar on February 27.

Members are invited to join Community Investment staff for a preview of the FHLBC’s programs that can be accessed to support your affordable housing and community economic development goals in 2013. CommuniTeam is a group of employees from throughout the Bank dedicated to representing the FHLBC in its charitable and social efforts. Update: $50 Million Revolving, Sustainable Loan Fund
As announced in the October 2012 Community First newsletter, a survey has been completed to identify potential partners that would borrow from a revolving, sustainable loan fund (pending final regulator approval) to promote affordable housing and economic development in Wisconsin and Illinois. This spring we plan to select a subset of the survey participants to receive a more in-depth request for proposal and that process will lead to selection of initial partners for the new loan fund. We will continue to share more information about the fund as it evolves.

• Members execute access to 2013 eBanking capabilities via documents located in Information and Documents in eBanking.
• Members will identify Members Security Administrators & authorized AHP users in eBanking.

• AHP Online opens.
• Sponsors register & begin to initiate application. Note: Sponsors can only initiate an application after a member has assigned an AHP user in eBanking.

MAY-JUNE
• Member reviews & approves application by logging into eBanking and accessing AHP Online.

JUNE 28
• All reviews & approvals must be completed online.
• Competitive AHP round closes at 5:00pm Central Time.

Did you know Wisconsin is home to the third largest Hmong population in the U.S.? In fact, the Hmong population in Wisconsin has grown more than 300% in the last 20 years. To help members better serve this population, our customizable Downpayment Plus (DPP) marketing brochure is now available in Hmong. The brochure is also available in English and Spanish.
